Details

ZTE reported that Whatsapp doesn't work neither on WIFI nor cell data. They provided a video of their observation. In the video, they show that the device has wifi connection, they can open another app and connect to internet, but when try to connect to Whatsapp it gives the error saying something along the lines of data connection is needed. I flashed two devices with different FxOS builds. I tested Whatsapp (same build) on both of them. And below are the results

FxOS build W593W595_0803_DEBUG (same build from July 30 with root access added)

    build identifier: 20150803101639
    Whatsapp version 2.12.157-omrel1.0.9
    Test result: Whatsapp works fine on WIFI


FxOS build W593W595_0804_USERDEBUG, (final build that is used in IOT)

    build identifier: 20150804230820
    Whatsapp version 2.12.157-omrel1.0.9
    Test result Whatsapp does NOT work on WIFI

verify with ACL 0.1.19 and Whatsapp 2.12.157-omrel1.0.10, still has this problem
The much higher reproduce rate STR is
1. Install Whatsapp -> Install ACL -> Reboot device
2. Launch Whatsapp -> Remove Whatsapp -> Install Whatsapp again
3. Launch Whatsapp to use
Resolved in ACL 0.1.21
verified and fixed with ACL 0.1.39 and Whatsapp 2.12.252-omrel1.0.13
