Steps to reproduce:
In my facebook feed and many websites containing telugu font not being disolayed when I open in my recently windows 10 upgraded machine

Hey guy, which font you have used on this site is Arial Unicode MS, this font is using depracated features for Telugu script. To my eyes, using Nirmala UI as default Telugu font preference would get the proper effects.

This problem is also appearing in English Wikipedia.

Maybe this problem can be inhibited via this way: adding support for a special syntex font.name.<serif or sans-serif etc.>.<x or ISO 639 code>-<ISO 15924 code> in about:config page, which performanced similar to the Chrome extension “Advanced Font Settings”. For example, if some people added option “font.name.sans-serif.te-Telu” and set the value as “Nirmala UI”, this would forced using Nirmala UI font for Telugu text rendering, even if Arial Unicode MS has installed.

On this site all the texts works as expected on FF 52.0.2, so I can confirmed this bug is fixed in bug 1342787.
