11928 - Bugzilla query fails using apprunner

Build ID: 1999070614 (August 14, 1999 build, mislabeled)
Platform: Windows 98

To reproduce:
- Launch apprunner
- Go to http://bugzilla.mozilla.org/query.cgi
- Submit a query

Result: A dialog box comes up saying 'You have started to download a
file of type multipart/x-mixed-replace'

Expected result: The results of my query should be displayed in
apprunner

I also saw this on Windows NT. Will investigate on Mac OS and Linux next week.

I grabbed the url that is generated when the query is submitted as pasted it
into the Nav 4.61. It works correctly. The same url causes the dialog box to
appear when run inside apprunner or viewer.  It's doesn't appear to be a form
submission problem.

Yes this isn't a URL problem its a multi-part/mixed that the bugzilla is
