1. Open this page
2. Look at the upper right corner (there is a counter and mail to webmaster)
3. Now move your mouse to this corner
The counter dissapears, the adress moves to the center.
When open only this frame all looks fine.

I see this too on our intranet interface. When doing different dynamic
operations with JavaScript event handlers in a page that is inside a frame. Its
content is accidentally flickering and reflowing with no noticable reason.
I'll try to give an example after this weekend.

Giving an example ss I recently promised.
This is an extraction from out Intranet: http://www.softwaremaniacs.org/frames/
Try clicking on 'Manager 1' on the right - some blocks get ugly decolorized.
I have also tried to investigate the reason of this. This is almost the same
<frameset>: http://www.softwaremaniacs.org/frames/index2.htm
Here the second frame doesn't contain 'Scrolling=No' as the first <frameset>
does and this one works without any flickering.
I do not actually sure that it should be the same bug. Eugene, please, check if
your frame works with 'Scrolling=No'. If yes - I think that it should be the
same bug. If not - I'll file another one.
