1. Load http://www.caltrain.com/schedules/weekdaytimetable.html
2. While page is loading, vigorously scroll up and down
3. Toolbars disappear and no longer reappear because page isn't scrollable
On some pages, I can get the toolbar to be stuck in scroll out/scroll in mode (e.g. yahoo.com with the pop-up asking the user to download the yahoo app) and it doesn't go away during scrolling.
