Steps to reproduce:

* Open testcase "select-scroll.html"
* Select some text inside and outside of the scrolled area
* Attempt to use the scrollbar by dragging with the mouse


Actual results:

The selected text is dragged.


Expected results:

You should be able to operate the scrollbar normally. This works as expected in Chrome 34 and IE 11.

This is regression between 2008-08-27 and 2008-08-28 (presumably bug 356295)

Actually there's a very similar testcase in bug 627158, and I think that it's a duplicate of this. The reporter just didn't test that page without the button. However, it _may_ happen that this bug was caused by something different than 356295, so I'm not marking this as duplicate (for now).
