It currently doesn't show much. Just a sentence saying you're not in a private window, and a button to open a private window

We'll triage this bug during our Privacy and Security daily team meeting, but I feel that this use case is rare enough that we don't want the maintenance burden, even if small. In fact about:privatebrowsing in normal windows isn't the place where we should send users who want to learn about the feature. One route we could take is to prevent the load in non-private windows completely, so we can remove this rarely used code, although we may not want to spend time on this right now.
Reviewed during team triage and conclusion was to mark this bug as wontfix.
