I think it'll be pretty rare that humans will need to touch Settings blobs or rules, but we should give the appropriate folks access so that they can self serve debugging or manual changes as necessary.
Tarek, can you help me figure out who the right people for this are?

OK. I've granted both of you access to prod and dev as far as the in-app ACLs go. Phrawzty should already have access to https://aus4-admin.mozilla.org and https://aus4-admin-dev.allizom.org since bug 1194271 is fixed. Tarek, you should have access to both of them after bug 1196757 is fixed. Please feel to do whatever fiddling you want in dev.
Before we actually start doing automated updates of security policy, we'll need to fix bug 1187983 to have system accounts to do that with, but user accounts should be fine for fiddling in dev.
