I'm not sure what reloading a cookie means, but that event exists in the storage actor.

The "reload" event is indeed never fired by the implementation in netwerk/cookies/nsCookieService.cpp (probably was removed at some time in the past), so I'm removing its remaining traces:
- documentation in nsICookieService.idl
- handler in the storage actor (the event was never used by the UI anyway)
