when entering a specific URL into the location (netscape 4.x.x name) bar the
popup (autocomplete) *always* opens -

I can find no means to turn this behaviour off.

a prefence setting for this would be much appreciated
Preferences > Navigator > Smart Browsing > Advanced button
Yep.  Invalid as we already have this pref.
