STR:
1. Open https://www.mozilla.org/en-US/
2. Open the control center
3. From the keyboard, use the TAB key to select ">"
4. Press and hold ENTER key for 2 sec
5. See the first panel
Actual results:
The first panel got wider
Note: Closing/reopening the panel fixes the problem.

That seems like something people wouldn't do...
I agree it's a bug and maybe caused by the fix from bug 1184447, but it seems very unlikely that anyone's going to hit that. If only we could fix XUL layout :(
