This involves removing all old add-ons, and adding them back one-by-one as people migrate their add-ons. The old apps.json url should remain the same.

Doug or Yura, could one of you review this?

This is to create a new Hackerplace that has add-ons only of the new format. The old URL should work for people that don't OTA, but this new URL should be for people that do. Meanwhile, developers will have to start migrating their add-ons to the new format.
