119613 - sidebar does not paint correctly when minimized and then toggled off/on

BUILD: PC Linux from 2002-01-11

STEPS TO REPRODUCE:

1) Make the sidebar about two inches wide
2) Click the grippy to minimize the sidebar (do _not_ drag it, just click to
   collapse)
3) Hit F9 to turn the sidebar off
4) Hit F9 to turn the sidebar on

ACTUAL RESULTS:  The sidebar paints an area about two inches wide in uniform
                 blueness (modern theme).  Clicking on the grippy again is
                 required to make it usable

EXPECTED RESULTS:  Turning the sidebar on should make it the size it was before
                   being turned off -- minimized.
