Empty Synchronizer app

In order to land the different parts of the synchronizer app into gaia, we first need to create the 'synchronizer' sub-folder under the apps/ folder. This app should not show up on the phone in any way, not even if the user enables sync from the developer menu. If launched (by the systems app from bug 168160), it should launch in the background, do nothing, and close again. We can use the bluetooth app as an example.
