“Request that sites not track you” and “Use Tracking Protection in Private Windows” both have an associated “Learn more” link that points to the respective support article.
It would be nice if “Block reported attack sites” and “Block reported web forgeries” received the same treatment. In particular, the explanation would be welcome because privacy concerns about the feature have been raised (e.g. bug 1186772, bug 1197499).

This was added for Tracking Protection because it's a relatively new concept, and is more likely to cause somewhat subtle breakage of sites (as opposed to malware/phishing triggers, which have a very explicit warning page shown).
I don't think we need or want a Learn More link next to everything in preferences (which would be the inevitable end-game of this)... The yellow question-mark help icon in prefs links to a general page that can explain the various prefs in more detail. That currently goes to https://support.mozilla.org/en-US/kb/security-and-passwords-settings, which in turn links to https://support.mozilla.org/en-US/kb/how-does-phishing-and-malware-protection-work
The "privacy concerns" are a non-issue. They've been adequately and openly addressed over the years, even though a tiny minority will probably never be satisfied.
