Steps to reproduce:
1. Run Firefox 42.0a2 or 43.0a1 (Arabic language)
2. Open a new tab (about:newtab)
3. Open DOM inspector
4. Confirm "dir" attribute in <body> and <input> element
Actual results:
<body> and <input> element have different "dir" attribute in Arabic version. Please refer to the attachment image.
Expected results:
"dir" attribute should be "rtl" in RTL locale version.

This occurs using a profile which is created by LTR Language version.
Not reproduce in the latest build.
