Yes, removing the arrow it a good way to make the icon easier understandable. Users will learn which icon opens a menu, or performs an action by using it. Besides that, the tool-tip will indicate what the button does by clearly stating the action that will be performed on click.
I think this will be fixed by bug 1190662.
