Steps to reproduce:

When I have the tabs option to prompt when closing windows set to on, then I hit ctrl+q, firefox will quit without giving me any prompt even though prompt option is set to on.

Cannot reproduce with Firefox 40, I always get prompted about the tabs being open.

Does the problem still happen if you start Firefox in Safe Mode?
And does this also happen with a new and empty profile?
