An opportunity to have mar and updates happenned during bug 1052544.
It looks like something that has just not been done at automation level.

So I haven't looked at the mozconfigs for mulet, but in general what they need is:
- the updater code enabled (MOZ_UPDATER=1, happens by default aiui)

- the update channel set via --enable-update-channel. normally the mozconfigs refer to an environment variable MOZ_UPDATE_CHANNEL to set this. e.g. https://dxr.mozilla.org/mozilla-central/source/browser/config/mozconfigs/win32/common-opt#5
 it looks like this is happening, according to this log file: http://archive.mozilla.org/pub/b2g/nightly/2016/01/2016-01-22-03-02-06-mozilla-central/mozilla-central-win32-mulet-nightly-bm71-build1-build2.txt.gz

- MAR files are produced (MOZ_AUTOMATION_UPDATE_PACKAGING=1) and uploaded. It looks like this isn't happening yet.

- Update metadata is submitted to balrog. Releng can help with this once all the other bits are done.
