Steps to reproduce:
1. Open a site which needs scroll (e.g. https://nightly.mozilla.org)
2. Scroll down (and right)
3. Open Developer Tools
4. Enable Rulers
Actual results:
Rulers start in the relative position. After scroll up/down, its position is changed to absolute position.
Expected results:
Rules should be started in the absolute position.
