Once bug 912470 has landed, we should start generating labelsencodings.properties.h from encodings.json (from the Encoding Standard) instead of generating it from labelsencodings.properties.

For example, recently, there were labels added for both Shift_JIS and KOI8-U. We shouldn't be tracking those manually.

Fixed by bug 1261841. We now vendor encoding_rs into m-c and encoding_rs gets the label list via code generation from encodings.json.
