1200441 - Award more points for a review for each day it's been waiting longer than 7 days

Background: 
One of the biggest problems that leads to add-on reviews taking so long is that when the queue gets backlogged, admin flagged submissions, ie. ones that are extra complicated to review and are expected to take longer, get all mixed in at the top of the queue with normal submissions that have just been waiting too long.  Since we don't have a strict first in first out policy (and don't want to implement one), reviewers learn to just go to the newest submissions at the bottom of the queue where there aren't any admin flagged reviews.

We came up with some ideas a long time ago on how to restructure the queues so reviewers only see add-ons they're qualified to review, but these changes are more complicated to implement.  So in the short term, I want to rebalance the economic incentives to make add-ons more "valuable" the longer they've been waiting.

Implementation:
Submissions waiting less than 7 days: no change
Waiting 7 days or longer: add 2 points for each additional day (and we'll probably want to play with this number, so it should be easy to change)
