STR:   (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, HWA off)
0. Make sure you have OS dpi = 125% and "layout.css.devPixelsPerPx" == -1.0 (or that pref==1.25)
1. Open New Tab page
2. Hover over some tiles

Result:       [watch the video] Almost all tiles twitch on hover
Expectations: Tiles should stay still.
This happens due to bug 477157 / bug 890383 (which are dupes IMO). This time I checked it in Inspector:
a.newtab-link:hover elements have border-width==1.6px (tested on HiDPI == 125%)

This bug has been closed due to inactivity and/or the potential for this bug to no longer be an issue with the new Discovery Stream-powered New Tab experience.
