STR:   (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, safe mode)
0. Set layout.css.devPixelsPerPx -> 1.2 (or set DPI 120% in your OS)
1. Open the following page or click URL in the form above
data:text/html,<div style="background:url(chrome://browser/skin/tabbrowser/[e-mail]); height:100px; width:100px;">
2. Open devtools->Inspector, inspect <div>, open "Rules" panel
3. Resize the panel so that url in that panel was splitted into 2 lines.
(A)
4. Hover mouse over the second part of url, click left mouse button.
(B)
4. Hover mouse over the first part of url, click left mouse button.
5. [don't move mouse] Click once again

Result:       In scenario (A) after Step 4 tooltip hides and link opens in new tab. In scenario (B) after Step 4 tooltip hides and nothing else happens, link opens only after Step 5   [see screenshot]

Expectations: In scenario (B) link should open in new tab after Step 4.
