1201910 - remove other_nol64 and other_l64 and replace with other

as it stands, we have a lot of confusion around job names in try test selection, treeherder display and in general how things work.  I would like to simplify things- starting with the other job.  Now we will have 1 other job for all platforms.  In the future if we have a platform specific need, it will be a new job (like g3) or something.

Attachment: add other-e10s as an option in talos.json (1.0)

this will need to be added to beta/aurora/trunk, then when the buildbot reconfig happens, we can clean up the talos.json files to reduce a lot of the confusion from this bug and bug 1201919
