STR:   (Win7_64, Nightly 43, 32bit, ID 20150901030226, new profile, safe mode)
1. Open New Tab page
2. Check "Show your top sites", uncheck "Include suggested sites"
3. Reload New Tab (Ctrl+R)
4. Make sure you have enough tiles to cause overflow on New Tab
5. Check "Include suggested sites"
6. Reload New Tab

Result:       No scrollbar
Expectations: New tab page should be scrollable, because there's enough tiles to cause overflow

We could not reproduce this bug, could you provide more information on newtab preferences when this bug surfaces.

Well, how many tiles do you have on New Tab? If there's lots of them, then 'suggested'/'sponsored' tiles simply don't show up and the bug doesn't happen. Try the same with ~9 tabs (R*K+1 where K = number of tiles in a row, R = fully visible number of lines)

As I said, it's clear profile (with some visited sites), and all newtab prefs are visible on the video. It's still reproducible for me on Nightly 43, ID=20150914030205, prefs: http://ssmaker.ru/8c4aaa3e.png

Hm, the actual result is reducing the number of displayed rows. On my video I had layout.css.devPixelsPerPx = 1.0, so it resulted in only 2 first rows visible, w/o scrollbar. If I set layout.css.devPixelsPerPx -> 1.25 (or -1.0 and set OS scale) then the number of rows reduces from 3 (9 tiles) to 2 (6 tiles), but they are still scrollable because they have huge height. I can send a video of that too.

So, have you managed to reproduce using my additional info (about R*K+1)?
In my case, R=2, K=4, so it's always reproducible for me with 9 tiles.

arni, the newtab functionality is being re-done in the remote page and is undergoing deep re-write. We had to froze bug fixing on the old newtab to achieve feature parity. All of the bugs related to scrolling will be re-tested shortly in the new codebase, this one included.
