1203618 - Release a Buildapi client

We would like to take what we have in Mozci [1] and move it under the Buildapi repo [2] as a python client for it.

This package will become a dependency to Mozci.

Ideally this should be a thin wrapper over buildapi (like treeherder-client) [1]

F3real, do you prefer developing with with Hg or Git?

We can use this repo https://github.com/mozilla/build-buildapi instead of the original one I mentioned (it's a Hg <-> Git mirror).
