This would make developing apps with offline capabilities easier.
Correct me if I'm wrong, but I think this belongs to the Core:Networking component. This is where the "work offline" was originally implemented, so where the work to make it support localhost should also be done I suppose.

you can set network.dns.offline-localhost to false to get the behavior from $subject.
