Details

Our xpcshell tests are being converted to make use of pycert for certificate creation (see bug 1174288). It makes sense to consolidate our mechanisms across test suites, where possible.
Maintaining less code would be lovely! genpgocert.py does also have code for generating a CA cert and putting that + the server certs into a NSS database, so we will have to keep that code.
