the middle bit the of a scroll bar in the email list disappears
when switching between different view areas ( ie between drafts and inbox )
problem occurs when last email has been deleted in an email box, and the next
window pane has email that require the scroll bar to be active ( ie many
messages in the Inbox

Reproducible: Always
Steps to Reproduce:
1. create an email and save it in drafts
2. click into drafts and delete it
3. click into the inbox ( provided the inbox has enough email that it requires
the scroll bar to be visible

Actual Results:  the scroll bar moveable component is not visible ( the up and
down arrows ( triangles ) are visible however )

Expected Results:  show the complete scroll bar with the moveable component visible
