Consider moving DevTools include CSS files somewhere in /browser

Details

After bug 912121, all DevTools CSS will be under /devtools/client/themes.

However, there are two files which are actually included into /browser CSS files:

* responsivedesign.inc.css
* commandline.inc.css

It may make more sense to leave these back in /browser.
Looks to me like these includes should be moved to devtools/client/themes/devtools-browser.css
