steps to reproduce:
1. Load https://marketplace-dev.allizom.org/content/addon/review/
2. Click on Download Manifest



expected behavior:
link allows the download of the associated manifest.json

actual behavior:
link is a 404

The mini-manifest link is always going to be 404 for non-public apps - I thought we were not bothering with reviewer install for now, and were supposed to have a direct download link for the add-on itself there ? That link would work if using the unsigned_download_url property.

not 100% what the use case for this link is for add-ons - the entire add-on has to be inspected during review so the manifest will be in the zip.
