The UX when users block review/feedback/needinfo requests is currently a little frustrating - you're just shown a generic message that they've blocked the request.

What would help smooth over that feeling of "huh... well that's rude of them", would be a freeform message field, where the user blocking requests could fill out reasons like:
* "I'm on PTO from X until Y"
* "I'm busy working on deliverable Y, I'll be able to take reviews again from 1st Dec"
etc

This message would then be shown on the "The user has blocked requests" page.
