Reproduced with latest Dev Edition 42.0a2 and latest Nightly 43.0a1 both from 2015-09-16 on a Macbook pro retina with OS X 10.9.5.

Preconditions: Settings - Keyboard: Make sure that "All controls" is selected for "Full Keyboard Access" section.

Steps to reproduce:
1. Open a private window and go to https://people.mozilla.org/~tvyas/mixedcontent.html
2. Open the Control Center doorhanger
3. Select the Tab key - Arrow to navigate to the extended subview is focused
4. Press the "Enter" key to select it
5. On identity extended subview panel, use Tab and then select using "Enter" the "Learn more" link and the buttons
6. Select the back arrow (<) to return to main view

Actual results:
Navigation on arrows and buttons is not possible using "Enter". 
Only "Space" key can be used.
The "Learn more" link is opened with Enter.

Expected results: 
"Enter" should work too, same as on Windows and Ubuntu.

I'm not sure which UI you are referring to here, but buttons on Mac are triggered with space, and not enter, the same as the rest of the Mac UI.

In calendar.app, I can trigger calendar items' descriptions to come up using <enter>, too. I understand that <enter> in a dialog with a default action will always select that action (irrespective of where focus is) but it seems like in other cases, we should support <enter>, too? Am I missing something?

That's not actually a button though.

You could make the specific button for this bug open/close on enter if you like but I don't see any reason to be inconsistent in this one case.
