Mouse wheel scrolls wrong control

Details
- Go to http://bugzilla.mozilla.org/enter_bug.cgi?product=Browser
- Select an item in the "Component:" field
- Now enter enough text in the "Description:" field to make it scrollable
- Place the cursor over the "Description:" field and use the mouse wheel to try
and scroll it.
* Notice that the Component: field scrolls instead, as though a) it still has
focus and b) the cursor is over it.
