Details

STR:   (Win7_64, Nightly 43, 32bit, ID 20150917030229, new profile, safe mode)
1. Open new tab (Ctrl+T)
2. Open devtools (Ctrl+Shift+I)
3. Click colorpicker button on devtools toolbar
4. Press Ctrl+Shift+I twice to close and reopen devtools
5. Click on any place on a new tab page to grab a color from page

Result:       After Step 5 colorpicker button still has "pressed" state
Expectations: After Step 5 colorpicker button should have "not pressed" state,
              just like it does if you skip Step 4 in STR

Note:         I'm setting this as a dependant of bug 1206532 only because in that bug
              all shortcuts may be disabled when colorpicker is in use.
