For RTL view the split bar seems not show correctly.

Step:
1. open settings > language and choose the `packaged mirrored` language
2. open settings > Home Screens or Settings > Cellular & Data > APN Settings > Data Settings
Result:
The split bar is still at right
Expect:
The split bar is moved to nearby the radio button
