Reproducible on: Firefox 43.0a1 across all platforms STR Launch Firefox with clean profile. ER The Default browser pop-up window is instantly displayed when Firefox starts. ( http://i.imgur.com/4vfje2d.jpg ) AR The Default browser pop-up window does not show up. It is displayed only after a browser restart. Additional notes: - This issue is reproducible on Firefox 43.0a1 (2015-09-20) under Windows 7 64-bit, Ubuntu 14.04 32-bit and Mac OS X 10.10.4. - This issue is a regression. I will provide a regression window as soon as possible.

There might be another issue that is causing bug 1191250 to function incorrectly and never increment the amount of times the dialog has been shown. Flagging myself for needinfo here to investigate.
