[Description]
Data Roaming setting is not turned off when Data Connection is switched off. Even though the UI shows Data Roaming is off when Data Connection is closed, the value in the setting is still on.

[Note]
The bug affects the APN settings especially because the extra charge warning message would pop-up when it shouldn't. You can also see that roaming is still on (even though data connection is off) when restarting the settings app.

[Repro Steps]
1. Settings > switch on Data Connection
2. Switch on Data Roaming
3. Switch off Data Connection
4. APN Settings > Data Settings > Add any New APN
5. Switch to the new APN

[Actual]
Roaming charge warning pops up.

[Expected]
No roaming charge warning pop up.
