Steps to reproduce:

Opened a new tab, with browser.newtabpage.enabled set to false and browser.newtabpage.url set to about:blank. 


Actual results:

A new tab page appeared, albeit blank, but with the obnoxious gear icon.


Expected results:

The proper about:blank page should have been opened. Without the obnoxious new page gear icon.
