1209189 - Create a new [e-mail] account

Bug 1179821 is creating an OrangeFactor script that is going to post periodic failure summaries to bugs that have occurred more frequently than a threshold, to replace per-occurrence commenting from Treeherder.

Rather than re-use the existing tbplbot Bugzilla account, I think it may be good to start fresh, for a few reasons:
* The two bots/scripts are actually quite different and are run on different systems, so it will be good to clearly show that they are not related.
* When searches are run about what comments/bugs the script has commented on, we won't have to filter by date.
* If we decide to purge some of the old bot comments in an automated manner, we again won't have to filter by date.

As such, please can a new account be created with username [e-mail] - I'll then generate an API key for use with the script in bug 1179821.
