Developers should be able to monitor, visualize and inspect webRTC network traffic.
Note: this is the main tracking bug for all webRTC related bugs for tooling.

This should be implemented once we've shipped the first websocket monitor. But the platform work needs to start now, so I am logging all associated bugs.

scope is limited to WebRTC data channels only. We are not equipped to handle video or audio traffic inspection, that should be handled by a third party tool.
