This version of syncstorage fixes an API-semantics bug where modification timestamps are not properly updated:

    Bug 1210625 - meta/global modified timestamp is not updated on successful PUT

Please deploy to stage and do a loadtest run in preparation for production deployment.

:rnewman identified a deficiency in our API that is complicating work on the iOS bookmarks sync client: Bug 1212189, and I'm going to try for a quick fix since they're going code free in 7 days.  Without wanting to pile on here, it may be worth pausing this deploy and bundling that change in as well, if it means we can get it out on time.  :bobm, thoughts?

Thanks folks; I've made v1.5.13 with the above-linked fix, and also a bump of dependency versions for good measure.  We know have:

    Bug 1210625 - meta/global modified timestamp is not updated on successful PUT
    Bug 1210625 - restore sort=oldest to sync1.5

Please deploy to stage and do a loadtest run in preparation for production deployment.
