When I visit web sites that include, for example, shockwave flash elements,
mozilla pops up a window advising me to download a plugin.
In my instance, there is no plugin (n32), so I just click cancel on the window.
However, the user may want to not download the plugin for one of many reasons.
Please implement a facility to have it only ask once for a plugin to be
downloaded - eg a "don't ask me again" checkbox.

Reproducible: Always
Steps to Reproduce:
1.visit a web site with a shockwave flash element using a browser which doesn't
have the plugin installed.
2.repeat step 1
3.repeat step 1
Actual Results: each time a web page with a shockwave flash plugin is visitted,
the user is asked to download a plugin for it.
Expected Results: Only ask once.
