1211891 - needinfo requests where the current user is the requestee shouldn't be editable

currently if you're the requestee of a needinfo flag it's shown as editable in view mode.  this means there's no link from the flag to the related comment.

we should always render needinfo flags in non-edit mode in the header.

Fwiw, I *routinely* use the editable feature of that to say, "I'm not the right person, but I know who is..." without worrying that *I* will get the bmo bugspam from the reply.

I'm not sure how much my own use-case there trumps the useability win in the likely more common case though.

this is still possible - you'll have to use the needinfo controls below the new-comment textarea.
