121221 - No links in the Canada folder in Tabs|Customize Sidebar|International

The above mentioned test says "Click and open each folder mentioned above to 
see that they are not empty and that a listing of panels is available in each 
folder"
The Canada folder is empty

Reproducible: Always
Steps to Reproduce:
1. Click  Tabs | Customize folder
2. open the International folder
3. open the Canada folder (it is empty)

Actual Results:  Canada Folder is empty

Expected Results:  A default link should be in the folder

I saw this on both OpenVMS as well as Linux.

confirming bug. we should either remove Canada or add a link.
Todd/Samir, can you assign to the right person? this is a content/backend
bug.

The RDF is served remotely.  Reassigning for Todd to get this to the appropriate
website folks.

netscape netcenter bug -> wontfix
This should be resolved once bug 49367 is fixed
