1212263 - Can't switch homescreen using homescreen settings

When changing homescreen using homescreen settings by long-pressing on homescreen, the screen blanked out without any apps. 

[Repro Steps]:
Prereq: apply the new home screen
1. Long press on homescreen
2. Tap to open Homescreen Settings
3. Tap Change Home Screen
4. Switch to another homescreen


[Actual Result]: 
Homescreen not changed, and all apps are gone

[Expected Result]:
Homescreen switched to selected one

It seems Settings don't apply when it's launched by web activity from a privileged app? I don't know if this is a Settings bug or a System bug.

We're removing the Settings menu from new-homescreen, so this won't be too big an issue for us, but we probably want to fix this for third party homescreens, or if we ever try to make verticalhome privileged.
