Affected OS`s:
- Windows 7 64-bit
- Ubuntu 14.04 32-bit
- Mac OS X 10.10.5

STR:
1. Start Firefox
2. Click Hello icon
3. Click Get started
4. Login to FxA
5. Click Conversation tab
6. Click Contacts tab

Expected results: The string from the empty panels are similar in font and size for consistency.

Actual results: The strings are not consistent through empty panels

Notes:
- Screenshot attached showing the issue.
- This is not a recent regression, it was introduced after the implementation from bug 1196499.
- This is how it looked before bug 119499 (which is more closer to the mockups).
