Some recovery seems to be mounting the system partition, and some seems to not. We need to ensure system partition is mounted before doing any device-compatibility checking against any property.

So that fixes the issue on my Flame for a partial fota (gecko-update-fota) with FOTA_FINGERPRINTS=...
Works on Z3c L and KK fullimg FOTA
Break nothing on ZTE Open C (/system is already mount on boot)
