Some recovery seems to be mounting the system partition, and some seems to not.
We need to ensure system partition is mounted before doing any device-compatibility checking against any property.

LGTM, why didn't we spot this earlier, were we testing on other devices? Can't remember, it seems like we've worked on FOTA forever :-/
