1213766 - Modify emulator's home mcc/mnc so that it matches an APN that uses IPv4 by default

We'd like emulator to apply an APN that uses IPv4 by default. The main reason is because if IPv6 is used, all the addresses (including dnses) are converted into the IPv6 format, which may not really usable.
Note that IPv6 are still covered by tests.

Hmm.. patches for emulator and gecko must be merged "at the same time" for tests not to break, but since it is not possible to merge them together, we can only shorten the breakage time (actually Mnw is still hidden for now). I'll try to push the gecko part as soon as emulator part is merged.
